Why tiered?

The structure works because adopters at every scale can self-select.

We borrowed the structure from FIDO Alliance, Connectivity Standards Alliance (Matter), and OpenID Foundation. Free Tier 0 keeps the long tail; Tier 1 is the badge that opens institutional doors; Tier 2 and Tier 3 fund the working groups and the conformance program. The pattern works because adopters at every scale can self-select into the level that matches their commitment.

Pick the tier that matches your commitment.
